Expression of Interest – Palestinian Partners for Palestinian- German School Twinning Programme

German – Palestine cooperation has, through KFW Banking Group, supported the Ministry of Education and Higher Education since 1996.With a total volume of EUR 15 mill, some 550 classrooms have been rehabilitated or newly constructed at basic and secondary schools in Gaza and West Bank. Currently, further programmes with a total volume of EUR 35 mill are under preparation or being implemented.

Aside from the pure construction components of the ongoing cooperation MEHE and KFW have agreed to encourage the establishment of Palestinian  - German school twining arrangements, which would involve the German – funded schools in Germany. Modern communication media allow for an easy interaction between partners and the intended twinning programme will encourage the partners to get to know more about each other, the respective environments and the common interests that students anywhere in the world would have. A regular contact amongst teachers and students can also help improving the quality utilization of school infrastructure.

In order to promote the concept of school twinning in Germany and Palestine, 5 qualified German specialists will be invited to submit technical and financial proposals for their services. They will be expected to identify in their proposals suitable Palestinian partners, who will assist them on an intermittent basis for the duration of the programme ,which is expected to be 24 months.

MEHE hereby requests suitably qualified individuals or organizations who are interested in participating in the programme as sub-consultants to submit their particulars (by hand) to the Ministry at the Following address:

MEHE Headquarter in Ramallah 3rd floor, Directorate General of International &Public Relations, during the daily working hours.

Deadline for the submission of the “Expression of Interest” is 12th Dec,2006,14:00 hrs. Copies of the “Expression of Interest” shall simultaneously be submitted by electronic mail to KFW Bankengruppe (klaus.voehringer@kfw.de).

Interested parties need to have the following qualification / abilities (in their term):

· Expression in implementing social projects, in the education sector or with groups of children.

· Excellent English language abilities, both speaking and writing.

· Able to travel in West Bank and Gaza (respectively).

· Setting up and maintaining websites for the schools. This would include selection and installation of the required hardware as well as training of teachers and \ or students in the utilization and maintenance of the websites.

The EOI shall be brief, to the point, and well-structured and contain at least the following information:

· CV of key person(s), profile of organization or company.

· Brief outline of main reasons for the application, i.e. why the applicant should be considered for the envisaged tasks (max ¼ page)

· Indication of availability (time wise) and approximate daily fee (MM rate).
